Dr. Pat Leahy

An accomplished executive risk manager with local, national and international experience, and a director at the Emergency Management Institute of Ireland, Pat is recognised for his expertise in strategy....

An accomplished executive manager with local, national and international experience, Pat is recognised for his expertise in risk management; strategy development; research; security planning and management; relationship management; excellence assessment; negotiation; conflict management, and major event and crisis/emergency planning and management. He has a proven track record in achieving international best practice. A former Assistant Commissioner with the national police service, he had responsibility for policing Ireland’s capital city, Dublin. He has also been the Chairperson of ‘Capitals Policing Europe’, hosting international conferences with a focus on ‘Strategic Responses to Mass Casualty Events’ and ‘Community-Oriented Policing’. He is a qualified organisational assessor with the European Foundation for Quality Management, and his teams have had significant success with National and European Public Service Excellence, European Best Practice and National Quality Management Awards.

Pat has conducted risk and capacity building assessments with the Irish Department of Foreign Affairs (Irish Aid Programme) in Africa (Uganda and Malawi), and has worked with the United Nations in a risk management capacity in Europe, Africa, the Middle and far East. He was a guest speaker at the United Nations Public Service Forum 2017 ‘Accelerating Public Service Innovation for Agenda 2030’ and at the Irish Public Sector 2020 conference ‘Innovating for our Future’.

Dan Flavin MSc SIRM

A highly experienced and successful risk manager, and a member of the Emergency Management Institute of Ireland, Daniel is recognised for his ability to attain business goals and drive business growth...

Daniel is a highly successful and experienced manager, recognised for his ability to attain business goals and drive business growth. His commitment to quality and acknowledged professional standards are quickly adopted through his inclusive management style.

Daniel has achieved:
- An M.Sc. in Emergency Management from Dublin City University.
- A BA in Human Resource Management.
- A Diploma in Public Relations.

A former Superintendent in An Garda Síochána, he holds a Certificate in conflict resolution from the European Security and Defence College and a Certificate in Public Order Policing from Keele University. He holds Certificates in Policing Major Events from CEPOL, Interpol, NCS4 and the University of Southern Mississippi, and additionally, holds Certificates in Crowd Management, Incident Management, Risk Management, Safety and Security Management and the Advanced Safety and Security Management for Major International Sporting Events. He has, on invitation, delivered presentations on Crowd Management for the FIFA World Cup 2022 in Doha, Qatar. In his role as a Senior Police Manager, he was responsible for a range of services and management functions including investigation management, community relations, and stakeholder engagement, financial planning, major event planning and management, emergency and crisis management and human resources management.

He is an adjunct professor at Dublin City University on their Masters’ Degree Programme in Emergency Management and awarded the Harvard University Certificate on Cybersecurity: Managing Risk in the Information Age.

Arising from his role as an Emergency Event Controller, Daniel has been instrumental in delivering training programmes in Risk Management, Safety and Security Planning and Management, Crisis Management, Business Continuity and Resilience and Communication Management. He is QQI accredited in Training Delivery and Evaluation.
